In the Middle East the most ruthless terrorist, Ismet El Kabir, was sentenced for mass murder, but is to be pardoned and released. Ahmed Vassier, the propaganda minister of Suroq, a secret supporter of El Kabir, is ready to proclaim that El Kabir only committed the mass murders out of concern for is people. If El Kabir was released the region’s terrorism would thrive resulting in a war in the region. The IMF is to avoid his release. Jim is put in a cell besides El Kabir and Sulti (Paris) places a microphone underneath the table in the terrorist’s cell, while Barney and Willy steal a truck full of dynamite in order to sell it to Atheda, El Kabir’s girl friend. 

hen Vassier comes for a visit to the prison complex Sulti informs him that El Kabir plans to escape to humiliate the government. Vassier is not sure whether to believe it because it is just before his official release, but goes for it. Vassier sees El Kabir and wants his promWise that he will not escape. The proud terrorist promises nothing – his actions proving that Sulti's information was true. Paris disguised as Vassier visits Atheda and tells her that the government plans to double-cross Kabir and intends to hang him. There is one way to rescue him: Through an ancient water system, dry tunnels underneath the jail. “Vassier” gives her a map of the tunnel system. Now Atheda can use the dynamite very well. Barney converts it into nitroglycerine, the most powerful weapon. 

In the meantime Jim reveals himself as an acquaintance of Vassier to Kabir. He tells Kabir about the bug under the table and makes sure Kabir believes that Sulti came here to kill him. Whenever Sulti comes in he does not miss a chance to show Kabir he is a no nonsense man. Jim also tells Kabir of the planned rescue. Because of the possibility to be killed Kabir goes for it. When Atheda visits Kabir, she confirms the rescue plans. With the help of Barney, Willy and other terrorists Atheda reaches the area below El Kabir’s cell and blasts away the rear wall of the corridor where the cells are. 

Kabir escapes. While Jim informs the officials where they planned to go to, Barney substitutes the nitro with another fluid and knows the way out. As Kabir and the other terrorists reach the surface again coming out of the tunnels, they find themselves surrounded by military. Kabir threatens them and throws the water bottle in direction to the people. Thinking he would blow them up they shoot him, - Atheda is watching his death and then holding the dead Kabir in her arms.
