The democratic state, San Cristobal, is to be invaded by the United People’s Republic. They use Vincente Bravo who’s the dictator of the neighboring state, Nueve Tierra, and his forces. He’s going to be the president and to work for them. They send a controller, Nikor Janos, who will get a coded message from the UPR with instructions how the invasion is planned. The IMF is to break the alliance between Janos and Bravo and to decode the message. To achieve the breaking of the code Barney builds a photographic device rolling on wheels, operating by remote control and going through a pipe in the ceiling. El Lider/Paris ( clearly a pendent to Che Guevera) hijacks a plane and forces it to land in Nueva Tierra. 

The leader having spend many years in underground rebellion and hidden places informs Janos and Bravo that he as leader of all rebel forces is heading for presidency of San Cristobal or he and his forces will support the government of S C against them. When one of them confronts him stating that it is not “El Lider”, he remains totally cool. The other then explains that he has changed in attitude since he last saw him. In the hijacked plane Lynn, a member of the IMF, is searched. Bravo’s people got information that she is carrying a micro - dot containing vital information about S Cs military forces. The dot is convincingly difficult to be found. Meanwhile El Lider, Janos and Bravo keep on discussing their future roles in the state they want to invade while El Lider is using the chance to plant the first seeds of distrust between the two. The code found at Lynn arrives and the decoder is used, monitored by Barney. 

Since the code is IMF created, Barney inserts the results and gives on the monitored data. So Jim and Willy use the chance to work on the decoding until the real message arrives. It is read and proceeded to S C. El Lider pretends to have a certain closeness to Janos, who does not dare to offend him fearing El Lider’s forces' involvement to threaten the plan. Bravo is very suspicious already. When their forces are met at any place they wanted to strike, the suspicion is on both sides since only Bravo and Janos knew the code. El Lider leaves officially but not without raising more suspicion between the two. Their argument is overheard by the IMF in their van outside. They hear a shot in the room where only Janos and Bravo have been in.
